To construct a tangent to circle A, draw radius AB. Extend radius AB beyond B. Using B as center, draw a circle B with any radius (so long as the radius is less than AB). At the places where circle B intersects the extended radius, put points C and D. Using C as center, draw an arc with any radius. Using D as center, and the same radius as the arc at C, put a point E.
