To construct a tangent to a circle A from a point B, draw a line segment AB and bisect it with point C. Draw circle C with radius AC or CB. Where the circle intersects circle A, put a point D and a point E. You can draw line segment BD to make the tangent (shown), or you can draw line segment BE to make the other tangent.
